The SSOS, is dedicated to empowering educators, administrators, and communities to create equitable and effective educational environments for all students in California. Our mission is to provide dynamic, evidence-based support tailored to the unique needs of each school and district. The Statewide System of Support offers
Three Levels of Support
The California Statewide System of Support is designed to provide varying levels of assistance to meet the unique needs of school districts, charter schools, and County Offices of Education (COEs). This system ensures that all educational agencies have access to the resources and support they need to improve student outcomes.
Here is a brief overview of the levels of support:
Universal
This foundational level of support is available to all districts, charters, and COEs. Universal support includes access to tools, professional learning opportunities, and services provided by various leads within the Statewide System of Support, including the California Collaborative for Educational Excellence (CCEE) and the California Department of Education (CDE). Any local educational agency can access these resources to enhance their educational practices and outcomes.

- No eligibilty requirements
- Resources, tools, and professional learning designed to support LEAs relevant to their needs
- Completely free for LEAs
Targeted / Supplemental
Targeted support is offered to districts, charters, and COEs that meet specific criteria based on data from the California Dashboard. This level of support focuses on assisting agencies that have one or more student groups not meeting two or more state priority areas. Differentiated Assistance is provided by County Offices of Education, the CDE, and Geographic Leads, tailored to address the identified needs of these LEAs.
- County Offices of Education and Geographic Leads are lead support providers
- For those LEAs eligible for Differentiated Assistance support
- Districts & COEs: One or more student groups trigger two or more priority areas
- Charter Schools: One or more student group triggers two or more priority areas in two consecutive years
- Eligibility is based on student group performance and requests by LEA
- Personalized support designed to meet LEAs where they are
Intensive
Intensive support is for LEAs requiring an extra level of hands-on partnership, often due to persistent challenges in multiple student groups over consecutive years. This level involves a collaborative consultation process with the CCEE, County Offices of Education, the CDE, and/or Geographic Leads to determine the most effective support strategies.
- Direct support from the CCEE in partnership with local county office of education and aligned with Differentiated Assistance supports
- Eligibility is based on student group performance
- Starts with an in-depth consultation process to determine intensity of support
- Customized support based on LEA needs
Universal resources
“Universal” resources are available to all LEAs, without cost, and allow the LEA to determine how the resources and assistance can best meet the needs of education partners, students, families, and communities. The term “LEA” will be used throughout the site to include County Offices of Education, school districts, and charter schools.

The California Statewide System of Support is coordinated by the California Collaborative for Educational Excellence (CCEE) and CDE and encompasses 45 separate publicly funded initiatives in the state of California on a wide variety of topics within education.
